Interesting how "staff" are going to tell council how "staff" will implement the instructions that council has given them. Isn't that a bit backwards? I thought that council was the boss and that "staff" was the employee...... thus, "council" should be the party to tell "staff" what they're expected to do when they come to work, not the other way around, where "staff" calls the shots.

I guess council doesn't have to listen to paid consultants and their reports either any more.
Not only does fair handling of situations have to be fairly done, it has to be seen to be fairly done. This looks a little muddy to me turning down staff advice to save taxpayer money.
